Another Double Dipping Bill was signed on May 22 by Governor Meyer. House Bill 38 amends Delaware state law to require institutions of higher education that receive state funding (notably the University of Delaware and Delaware State University) to maintain and provide specific records for employees paid wholly or partially with state funds, and must retain these records for five years. If requested, these institutions must provide the records to the State Auditor.

This bill became necessary following the State Auditor’s Office release of its Dual Employment Audit last year, finding several instances where employees could have been receiving tax-funded compensation for coincident time at their two jobs. Following the Audit’s release, the University of Delaware released a statement saying,
