That could be the shortcut reference to a new revision to a state adaptive reuse law – also known as “commercial flipping.”
At the May 14 Planning Commission meeting, city planner Brad Carr introduced “Adaptive Reuse Text Amendment Initiation.”
Carr reviewed a law passed last year that can be boiled down to “office to apartment flipping.”
The original legislation required cities to allow “up to 10%” of existing, underused commercial or office properties to be converted to multifamily residential housing without a public hearing process.
Scottsdale went lowball on its interpretation, allowing only 1% of the existing commercial, office and mixed-use land to be converted.
