FAIR LAKES, Va. — A man is facing charges after police say he groped women and was later spotted masturbating in a car in Fair Lakes.

According to the Fairfax County Police Department, 33-year-old Gigssa Bekele Bengessa was arrested after a brief struggle Wednesday evening. He has been charged with two counts of sexual battery, indecent exposure, obstruction of justice an two counts of assault on law enforcement officers.

On Wednesday, officers responded to the 11700 block of Fair Oaks Mall just after 5 p.m. to investigate a sex offense case. Two victims told officers that a man had approached them and touched them inappropriately.

While searching for the man, police learned of someone masturbating in a car in the 13000 block of Fair Lakes Shopping Center. When they went to investigate,
