MADISONVILLE, Tenn. — Monroe County Sheriff Tommy Jones announced on Friday that several officers resigned, were fired or were placed on suspension without pay following the death of a 74-year-old man who was restrained and hooded by jail personnel for more than nine hours in the Monroe County Justice Center.
Elijah Lester Isbill died in February 2025 after jailers left him restrained in a chair with a hood on alone in his cell. When jailers eventually checked on him, they discovered he wasn't moving and didn't have a pulse. Jones said officers began performing CPR on Isbill for two and a half minutes after calling for an ambulance. He was taken to Blount Memorial Hospital, where Jones said he was later pronounced dead.
