GRAND JUNCTION, Colo. (KREX) — Recent snow melt and heavy rainfall have contributed to a significant rise in runoff, leading to more water in the Grand Valley's rivers.

"Anybody that doesn't follow the instructions, safety-wise, shouldn't be going out there," said retired Engineering Technician Ronald K. Penner.

Penner has more than 20 years of experience scuba diving and knows about water safety. He talks about a time he witnessed kids playing dangerously in the river at Las Colonias.

"I watched two kids down here, their parents sitting on the bank. These two little girls, one about five [years old] and one about six [years old], walking out into that current. I was up there [on the bridge], I got so nervous I had gone home," says Penner. "If those kids would've walked out and got suck
