POUGHKEEPSIE – Thirty-six-year-old Brian Czornyj, an emotionally-disturbed man who was shot dead by Town of Poughkeepsie Police on Thursday after he had attacked family members and crisis workers with a sword, was considered a security threat by Dutchess County officials.

Czornyj, who lived with his parents, both of whom are in their 70s, had a history of mental health issues and, in a manifesto he presented to the Dutchess County Legislature last year, said he was unable to purchase a firearm.
