'Distracted driving appears to be a factor': 23

Distracted driving is suspected in a crash that left a 23-year-old driver dead in Scandia early Saturday morning.

The single-vehicle wreck happened at 3:37 a.m. Saturday on the 22600 block of Olinda Trail North, with Scandia Fire Department and paramedics pronouncing the driver dead at the scene.

The Washington County Sheriff's Office identified the victim as James Raymond Lowe Jr., of Lindstrom, Minnesota.

"Distracted driving appears to be a factor in the accident," the sheriff's office said. "The accident is under investigation by the Washington County Sheriff’s Office and the Ramsey County Medical Examiner’s Office."
