A court filing by ICE in the case of eight migrants who were on a plane to South Sudan that got diverted to a US Navy air base several hundred miles away in Djibouti paints a grim picture of conditions in the small East African nation .
ICE filed the report - which focuses on the ICE guards - under an order from Boston federal Judge Brian Murphy, overseeing a suit brought on behalf of the eight detainees and other detainees fighting the regime's attempt to dump them in countries they're not from if their homelands won't take them, at least not without a court hearing at which to argue why they shouldn't be sent to those countries.
