Doug Jemal is backing away from the long-discussed plan to turn the Boule-vard Mall into a town center with apartments, stores and offices.

Instead, frustrated by delays over the Town of Amherst taking control of the entire mall site through eminent domain, Jemal says he is moving on – and plans to turn most of the retail portion of the property he controls into a retail strip center.

But that is a lot easier said than done, especially these days, when construction and borrowing costs are high and financing is harder to get. And it is unclear how far he actually can – or will – go at a time when he is already strapped for cash and largely unable to pursue other projects.
