SHANNON BREAM: The ACLU is not a fan of this, calling it an "inflammatory and abusive use of power," and they say, "By taking this action the Trump administration is putting them in danger, creating jeopardy for troops, and recklessly undermining our foundational democratic principle that the military should not police civilians."

MARY KATHERINE HAM: The question is that rioters are not protesters, this is separate from a First Amendment issue. There are explosives going off and rocks and other incendiaries are being thrown at officers, people blocking roadways. That is not protest activity.
