Alexandria, VA – Washington Gas will impose a temporary surcharge on natural gas bills for Virginia customers from August through October 2025, citing an unusually mild winter from October 2024 to May 2025 that led to lower-than-expected revenue

This surcharge is part of the state-approved Weather Normalization Adjustment (WNA), a billing mechanism designed to smooth out fluctuations caused by warmer or colder winter seasons. Rather than basing charges on current usage, the WNA compares seasonal weather data and adjusts bills accordingly, applying credits in cold years and surcharges in warm ones.

For many households, the surcharge amounts to just a few dollars per month—for example, one customer reported to Zebra that he paid around $38 extra over three months in a prior year.
