This surcharge is part of the state-approved Weather Normalization Adjustment (WNA), a billing mechanism designed to smooth out fluctuations caused by warmer or colder winter seasons. Rather than basing charges on current usage, the WNA compares seasonal weather data and adjusts bills accordingly, applying credits in cold years and surcharges in warm ones.
