WASHINGTON — Nearly two months after President Donald Trump signed a pair of executive orders to increase the domestic manufacturing and use of American-made drones, Transportation Secretary Sean Duffy said Tuesday the agency is proposing a change to a key national airspace rule to enable the plan. The new rule would remove the requirement that drone operators receive individual waivers to fly unmanned aircraft systems while mandating that drones include collision avoidance technology.
