GOUVERNEUR, New York (WWNY) - A Gouverneur man faces a charge of torturing - injuring an animal.

Gouverneur police charged Troy Burns, 38, for allegedly beating a dog with his fists, a lawn chair and the metal end of a leash.

The charging took place July 23 and was included in a report police send out every two weeks.

Burns was issued an appearance ticket with Gouverneur town court.
