A special master who presided over damage claims after the 9/11 terrorist attacks will testify mext week against legislative changes made to the Youth Development Center Settlement Fund that led to the administrator’s recent departure.

Lawyers for the alleged victims of sexual and physical abuse at YDC and its successor Sununu Youth Services Center in Manchester have sued the state, asking a Merrimack County Superior Court judge to block implementation of the legislation that turned the administrator position into a political appointment and gave the attorney general veto power over any of the administrator’s settlement decisions.

Both changes were contained in the trailer bill to the two-year state budget that Gov. Kelly Ayotte signed in June.
