Republican Gov. Phil Scott signed 73 bills into law during the 2025-2026 legislative session, many of them going into this summer.

Multiple new laws signed this year were designed to benefit Vermont's workforce and its clients, including expanding access to unpaid leave, requiring a more inclusive hair care curriculum, repealing redundant racetrack regulations, setting in motion the development of state licensure requirements for massage therapists and establishing and providing exemptions for a new kind of food manufacturing operation: a cottage food facility.
