“Back then, hold times could stretch past an hour, sometimes as many as five hours. And a third of calls never even got answered,” explained Leila Atassi, describing how bad the situation had been at the county’s social services hotline. “Well, the county fixed it. They streamlined paperwork, they automated renewals, they beefed up staffing, and now most people get through in under 20 minutes.”
