The order arrives amid warnings from the federal court that conditions at Rikers remain “grave” as receivership looms. Under the city’s 2017 roadmap, Rikers is slated for closure by 2027, yet staffing crises , violence and a delay in borough jail construction continues to hamper those plans, according to the City Council.

Critics argue that repeated five-day renewals sidestep broader legislative input, delaying comprehensive solutions, as advocates warn that emergency extensions cannot substitute for lasting reform.
