YOUNGSTOWN, Ohio (WKBN) – A federal judge has ruled that a former Kinsman fire chief was acting within the law when he assisted a paramedic in administering Narcan to a suspect who was refusing it.

The civil rights case against former Kinsman fire chief Cory Van Kanegan was filed in December 2023 in connection with the July 2023 arrest of Jordan Aulizio. During the arrest outside a discount store in Kinsman, Aulizio appeared impaired, was speaking incoherently and had constricted pupils, investigators reported. Witnesses said he had passed out in the store before going outside.

A Johnston paramedic and police officer arrived on the scene, as well as Van Kanegan, who was nearby when the call came in and went to the scene to help.
