ROANE COUNTY, Tenn. — Dozens of people gathered in Roane and Morgan counties to remember Wayne "Cotton" Morgan, who was shot and killed 20 years ago . Officer Larry "Porky" Harris was also injured during an escape.

That day led to changes at the Roane County Courthouse and other courthouses. It also changed the lives of the men's families and their community.

District Attorney General Russell Johnson, who oversees both counties, announced his plan for a ceremony Friday afternoon. He said he knew there were plans to have one at the Morgan County Corrections Complex, and thought there should also be one where the shooting happened outside of the courthouse.
