ELK GROVE, Calif. —

An Elk Grove woman who is also the leader of a transnational terrorist group pleaded guilty to all allegations of soliciting hate crimes, soliciting the murder of federal officials and conspiring to provide material support to terrorists, the U.S. Department of Justice said Friday.
