President Donald Trump’s decision to meet Russian President Vladimir Putin this week offers opportunities and risks. There’s a chance the United States can find a way to bring the conflict to a close, but peace at any cost can’t be our goal. Putin has telegraphed his conditions for peace. He’s asking that Ukraine give up the eastern part of its country, including territory he doesn’t currently control.
