Death row inmate who was 19 when he killed elderly woman tending her flowers asks court to reduce his sentence

A Saratoga man twice sentenced to execution for killing the 87-year-old mother-in-law of a Lafayette County state representative is challenging the legality of his death sentence under the Arkansas Constitution.
