Sometimes the most effective policy changes don’t cost much but can pay dividends for years.

The Indiana Commission for Higher Education announced last week that 60% of the state’s 2025 high school seniors have completed the Free Application for Federal Student Aid. That’s more than 50,000 students — a milestone the state had been chasing for two years.

By requiring seniors to complete the form, with an opt-out provision, Indiana joined a growing number of states ensuring students at least see what financial support is available before deciding whether college is an option.
