This isn’t just a mayoral problem — it’s a career pattern. As a city councillor and chair of Finance under Mayor Brian Bowman, Gillingham oversaw property tax hikes totalling more than 15%. Now, in less than three years as mayor, he’s added almost another 13%. And that’s before factoring in steady annual increases to water and waste fees, garbage collection costs, and a long list of user fees.
