In a colossal upset, Circa Sports won one of the two untethered sportsbook licenses from the state of Missouri, topping market-share-leader FanDuel, the Missouri Gaming Commission announced Friday.

DraftKings and Circa received the lone two “untethered” licenses from the state, meaning they won’t have to partner with a pro-sports team or brick-and-mortar casino property.

“The commission considered many factors before the two applications were chosen,” Missouri Gaming Commission chairman Jan Zimmerman said in a statement Friday. “It was a difficult decision, but the commission is only able to grant two licenses.”
