On March 17, 2023, following an investigation of war crimes, crimes against humanity and genocide, the International Criminal Court issued arrest warrants for Vladimir Putin, the president of Russia.

The ICC has 125 countries signatory to the agreement. However, the United States is not part of the ICC.

The Dodd Amendment refers to an exception inserted into the American Servicemembers’ Protection Act, enacted in 2002. The amendment allows the U.S. to cooperate with the ICC in cases involving foreign nationals accused of genocide, war crimes or crimes against humanity.

We could have arrested and held Mr. Putin on these ICC charges. Also, Mr. Trump could have found a solution to the Ukrainian war by using his famous tactics of “wheeling and dealing” for Mr. Putin’s release. This
