MONTPELIER — Advocates for those experiencing homelessness, as well as for people with disabilities, gathered in front of the State House on Tuesday to decry a federal executive order they say criminalizes homelessness and mental illness, and to urge Vermont not to follow suit.
In July, President Donald Trump signed an executive order, "Ending crime and disorder on America’s streets," which encouraged state and municipal governments to use civil confinement on people experiencing homelessness, mental health and substance abuse disorders.
