CHEYENNE – Cheyenne City Council members are considering creating a new ordinance governing vehicle mufflers and noise, and establishing a graduated penalty structure for recurring offenses.

The conversation, which took place Monday at the council's Public Services Committee meeting, follows months of complaints from residents about loud motorcycle and car engines early in the morning and late at night.

The ordinance would create Section 10.24.200, and repeal Section 8.56.050, which states: "No person shall modify, repair, or replace the exhaust system of a motor vehicle or operate a motor vehicle in a manner which will amplify or increase the noise emitted to a level above that emitted by the original exhaust system of that vehicle.
