California Democrats unveiled a new congressional map that could flip as many as five seats to Democrats, but drawing the lines may prove to be the easy part.

The legislature is expected to approve the plan by Thursday, setting up a high-stakes special election where voters will decide its fate.

The campaign is expected to cost more than $100 million.

That’s where the real trouble begins. Californians have twice voted to take redistricting out of the hands of politicians—passing reform measures in 2008 and 2010—and they may not look kindly on what critics are already calling a naked power grab.

Former Gov. Arnold Schwarzenegger, who championed those reforms, has promised a fierce counter-campaign. Former Speaker Kevin McCarthy has also promised to fight the effort.
