Homeowners warned of fines of up to £20,000 for common garden upgrades

During hot weather as the summer reaches its last few weeks, millions of Brits will be spending time in their gardens . This might also involve making improvements such as installing a new composite deck or patio, or paving over the front garden to create extra driveway space.
