The answer, at least in part, should be fairly obvious. State leaders and lawmakers have been pursuing a slew of anti-worker, anti-union and anti-education policies for more than a decade. Since the Republican Party took control of the Legislature in 2014, the state has passed a right-to-work law, repealed the prevailing wage and repeatedly slashed funding for colleges and universities, along with funding for public education. Beyond that, lawmakers and leaders have pursued culture-war issues that make West Virginia appear hostile to marginalized groups.
