Pittsburgh residents will have a chance Tuesday afternoon to weigh-in on two of the most pressing issues facing city government — affordable housing and homelessness — during a public hearing on a key piece of legislation being considered by city council.

The newest proposal would change zoning laws to allow property owners to convert vacant apartment buildings and hotels into temporary housing for people experiencing homelessness. It also would allow developers to build clusters of tiny homes in empty lots, though they would only be permitted to remain in one location for up to four years.
