Syracuse, N.Y. – When 52-year-old Anne Frances Hamilton, a home health aide from Syracuse, suffered a stroke in November 2019, doctors at Upstate Medical University performed emergency brain surgery on her.

After the surgery, Hamilton was sent to Van Duyn Center for Rehabilitation & Nursing in Onondaga with instructions that her surgical incisions be kept clean. But that’s not the care she got, according to her family.
