ARIZONA, USA — Following a 12News investigation, Arizona Attorney General Kris Mayes on Friday ordered state Schools Chief Tom Horne to stop automatically approving potentially illegal Empowerment Scholarship purchases, like lingerie, or she will take legal action.

Horne, since last year, began approving all ESA requests at $2,000 or less because of a large backlog that prevented vendors from getting paid.

12News, through a public records request, obtained all 1.2 million purchases and uncovered numerous questionable purchases such as 1-carat diamond rings, necklaces, Kenmore appliances, gift cards, Apple iPhones, big screen TVs and hotel and resort stays.
