When Suzette Hall, founder of Logan’s Legacy, a rescue group in Irvine, California, learned about two tiny siblings dumped behind a mall, her heart sank.

She couldn’t understand how anyone could leave such sweet pups to fend for themselves. But one thing was certain— she wasn’t about to let them down .
