HARRISBURG — Ten of the 203 state House members voluntarily have had their paychecks held up during the two-month Pennsylvania budget standoff, and disgust with the process that has led to the overdue budget runs high in the small group.

“Government is so broken,” said Republican Rep. Jill Cooper of Westmoreland County. Democratic Rep. Frank Burns of Cambria County said, “There are a lot of political games being played.”

Both are among the 10 who voluntarily have had their paychecks suspended during the budget impasse.
