RINGLING ― A charge against a former principal and hall of fame coach accused of outraging public decency has been dismissed, the latest development in a scandal that brought heightened scrutiny to a small town more than 100 miles south of Oklahoma City.

Phil Koons, 62, had been charged with a criminal misdemeanor in late 2023 after accusations of routinely, verbally and physically abusing Ringling student-athletes . In interviews with The Oklahoman, several players described instances when Koons had bullied them or used homophobic, misogynistic or racist slurs to refer to players on the team.
