PORTLAND, Ore. (KOIN) -- After reconvening Monday morning, the Oregon House of Representatives has passed House Bill 3992, the bill to fund the Oregon Department of Transportation.

The bill, sponsored by Gov. Tina Kotek, calls for a 6-cents-per-gallon hike on the gas tax, a hike in titling fees, doubling registration fees and doubling the payroll tax for public transit.

In July, Kotek called for a special session, one month after the bill failed to pass during the regular session.

With the first hurdle passed, the new bill has been sent to the Senate, and a first reading is scheduled for Tuesday.

If the bill fails to pass, Kotek said ODOT will have a massive budget gap and will be forced to lay off 500 people.
