Aggressive panhandling could soon be outlawed in Papillion. The police chief submitted an ordinance that includes a new law banning panhandling that crosses a line.
"Panhandling itself is not illegal. It's protected under First Amendment rights," Papillion Mayor David Black said.
It's in the area of 72nd and Giles that Black says his office has gotten complaints of aggressive panhandling in the last few years.
"Since COVID, we've had some residents and businesses share not a big concern but a growing concern on aggressive panhandling," he told KETV Monday.
"The concerns that have come up get in the realm of personal safety," Black said.
