Labour will “pull every lever available to bring down child poverty,” education minister Stephen Morgan has told The i Paper – and did not rule out ending the controversial two-child benefit cap .

Morgan, the minister for early years education, was speaking to The i Paper ahead of publication of the government’s child poverty strategy which he said will make sure every child has “the best start in life”.

The two-child cap prevents families from claiming support through benefits like Universal Credit for more than two children born after April 2017.

He said: “We’re ambitious for every child, and we will set out more details in terms of tackling child poverty in our child poverty strategy, which will be published later this year, using all levers available to us to bring down child
