A Michigan woman has been indicted by a federal grand jury for her alleged involvement in a smuggling operation that transported migrants, including children, from Central America into the United States via Canada. Norma Linda Lozano, 53, of Ypsilanti, faces one count of conspiracy to smuggle aliens and six counts of bringing aliens into the U.S. for profit.
The indictment states that from February to November 2024, Lozano was part of a smuggling organization that facilitated the illegal entry of individuals from Guatemala, Honduras, Mexico, and El Salvador. Attorney General Pamela Bondi emphasized the government's commitment to combating human smuggling, stating, "This DOJ is investigating and prosecuting human smuggling more aggressively than ever before, and Joint Task Force Alpha is the tip of the spear. We will not rest until those who profit from the suffering of vulnerable people — including many unaccompanied children — face severe, comprehensive justice."
According to the indictment, the smuggling group provided migrants with instructions to cross the border on foot, along with GPS coordinates and details about Lozano's vehicle. Lozano allegedly traveled from Michigan to Vermont to meet migrants at designated locations near the border. She then transported them deeper into the U.S., dropping them off at residences, businesses, or airports. The indictment claims that Lozano received payment from the migrants or their families for these services.
In one instance, Lozano reportedly transported three migrants, including a 5-year-old girl, whom she falsely claimed was her granddaughter. In another case, she allegedly moved six adults along with an eight-year-old girl and a 12-year-old boy, with the girl being placed in the cargo area of the vehicle on top of luggage.
Prosecutors shared a photo showing a young girl lying across luggage in the back of the vehicle, alongside at least two other individuals, whose faces were obscured. Acting U.S. Attorney Michael P. Drescher stated, "Those who promote and profit from smuggling migrants into the country take advantage of vulnerable individuals without regard for the safety of others. The prosecution of Ms. Lozano should send a message that those who commit these offenses will be investigated and held responsible."
Special Agent in Charge Michael J. Krol of Homeland Security Investigations (HSI) New England remarked, "Human smuggling is a ruthless criminal enterprise that exploits vulnerable individuals for profit without regard for their life and safety." The investigation involved collaboration with the U.S. Border Patrol and HSI to enhance community safety.
