A Royal Oak man tried to abduct a child in Windsor and was caught with a kidnapping kit ― complete with a stun gun, glass cutter and a sedative ― and typed out a ransom note demanding $2.5 million, federal prosecutors said Thursday.

Shahzad Hameedi, 46, was charged with attempted kidnapping in a criminal case unsealed in federal court in Detroit, three months after the Windsor Police Service accused him of sexually assaulting the child.

The unsealed complaint describes an international investigation into a rare case involving kidnapping. Since 2015, only 23 people in Michigan have been convicted of federal kidnapping crimes, a total that includes four people convicted of conspiring to abduct Michigan Gov.
