Replacing the STAAR test and Senate Bill 12, known as the Texas Parents’ Bill of Rights, were two of the big-ticket items that passed during the regular and special legislative session.
State Rep. Brooks Landgraf, R-Odessa, has long been pushing to scrap the STAAR test and the passage of House Bill 8, which changes state testing starting in 2027-2028. He said it is an improvement over the current situation. As of Thursday, it had not been signed by Gov. Greg Abbott yet.
“But it does not … achieve the goal that I’ve been fighting for for the last several years which is to … scrap the STAAR and replace it with a more effective standardized testing system,” Landgraf said in a phone interview.
