For 41 minutes the night of Oct. 7, 2022, four state troopers tried to talk three juvenile residents of the Sununu Youth Services Center in Manchester into going to bed.

In calm, peer-like tones, troopers listened to the teenage boys, tried to relate to them, let them vent about their frustrations, discussed the Patriots, talked about living in Florida, shared advice about safe sex, asked them about what games and movies they like, and chatted them up about their backgrounds.

By 9 p.m., one of the teens was on the floor, kicking and allegedly biting troopers, trying to grab a Taser, and yelling racial epithets at Sununu Center staff.
