A Pennsylvania man accused of killing two people in Owings Mills before driving his dead or dying mother across state lines is incompetent to stand trial, a Baltimore County judge ruled Thursday.

Since his extradition from rural Pennsylvania to Maryland in July, Kevin Ahn’s mental health has been a source of concern for all the judges who have seen him. In his few court appearances, Ahn has ignored officials’ questions, refused to engage with a defense attorney and simultaneously reserved his right to remain silent and his right to free speech.

On Thursday, Baltimore County Circuit Judge Judith Ensor initiated Ahn’s transfer from the county detention center to a state treatment facility.
