A New Haven man who worked as an individual day support provider for people with disabilities has been charged with billing Medicaid for personal care services he allegedly did not provide, according to officials .

Gordon Skinner, 48, was arrested on Sept. 9 by inspectors in the Office of the Chief State’s Attorney and charged with one count of first-degree larceny, and one count of health insurance fraud, according to the Connecticut Division of Criminal Justice .
