Ifound the USA Today article of Aug. 15, " GOP has upper hand in redistricting," to be very informative regarding some of the intangible factors built into how state and national elections can favor one party over the other.

It is a bipartisan problem that neither party can deny. As a former poll worker, it's quite obvious to me that such intangibles don't exist in local elections. Gerrymandering was embraced by Democrats in the early 1800s but has now spread from coast to coast by both parties.

Since most Democrats currently live in or near urban areas, they have inadvertently made it quite easy for Republicans to not only return that form of political injustice, but to increase it to where they can't even wait until the next census to compound the problem.
