ITHACA, N.Y. (WENY) — City of Ithaca Mayor Robert Cantelmo is raising concerns ahead of a vote by the Tompkins County Legislature not to create a joint Code Blue Shelter and navigation hub this winter. On September 15, he released a statement expressing his disappointment.

"The City will now need to reconsider its approach in light of the County’s timeline and budgetary concerns, which have ultimately brought the collaboration to a halt," the statement said, in part. "As we always have, the City of Ithaca will contribute when called upon by the County and our partner agencies."

A Code Blue Shelter gives people experiencing homelessness a place to stay when the temperature drops below 32 degrees. These shelters are required by New York State Law. The Tompkins County Legislature said the
