A 46-year-old man from Seattle has been arrested on charges of kidnapping and sexually assaulting a 5-year-old girl at Tent City #3, a homeless encampment operated by the grassroots organization SHARE. The Seattle Police Department reported that Viengsavanh Boutdavong was taken into custody at Tent City #3, situated at 2720 South Hanford Street, on Friday. According to SHARE, Tent Cities are self-managed, portable communities that can accommodate up to 100 homeless individuals.
