The Brandywine Valley SPCA hosted Delaware Gov. Matt Meyer and animal welfare advocates for a ceremonial signing of Senate Bill 174 Tuesday. The bill was formally signed into law August 21.

A dog rescued from cruelty, Wink, also attended the event. The legislation was originally signed into law last month and establishes an animal abuse offender list.

The list will be available to the public on the Office of Animal Welfare 's website. It also prohibits shelters from approving adoptions to people on the list.
